We were told at E3 that First Light would launch in August exclusively on PlayStation 4, but we weren't told exactly when. However, an user sent along the screengrab above that shows First Light's release date reflected on the PlayStation Store. It's listed for release on August 26, 2014. I went on the PlayStation Store to verify, and lo and behold, that date does indeed appear next to First Light.
One of the best things Sony announced at its E3 press conference this year was the fact that Infamous: Second Son would be getting standalone DLC.
That DLC is called First Light, and it doesn't revolve around Second
Son's protagonist, Delsin Rowe, but one of his friends, the
neon-wielding Fetch.

Is the release date on the PlayStation Store accurate? It's certainly
possible, though in lieu of an official announcement from Sony, we
should be cautious. Then again, in North America, the PlayStation Store
updates with new digital releases each Tuesday, and August 26, 2014 is a
Tuesday. Additionally, placeholder dates are typically the first or
last day of a given month. However, to verify one way or the other,
we've reached out to Sony for comment, clarification, and confirmation,
and will update if and when we hear back.
